found on which appeared the names & numbers of 150 Police Officers of every race and rank besides the names of a large number of Government servants belonging to other Departments.

It was manifest from the outset that it would be absolutely impossible to procure strictly legal evidence (except in a very few isolated instances) to prove that the persons whose names appeared on the list had actually received bribes.

Out of the vast number of cases mentioned above numbering in all 150 in only 22 was evidence of the actual payment & receipt of bribes procured.

Only two of these cases were cases in which European Policemen were implicated. One (Witchell's) was criminally prosecuted with success. In the other (Holt's) case the evidence of the person who actually paid the bribe was only obtained on a promise that the witness would not be put in the box.

Therefore I, as Captain Supt. of Police was confronted with this position. I had 7 Inspectors & 5 Sergeants of the European Contingent and an immense number of Indian & Chinese Sergeants & Constables whose names appeared on the list to deal with.
