the War Deptt will
supersede & modify the Karrrack
Scheme
agreed to in 1895
and how it will affect the
arrangement

to the amount
to be charged to the Colony under
the arrangements set forth in
Ford Rifon's
Despatch to the Governor of
Hongkong of the 12th April, 1895,
a
copy of which was
forwarded
to the W.D. in the letter
