REPORT ON ORDINANCE 19 OF 1897.

I have examined the accompanying Ordinance, entitled
An Ordinance to authorize the Hongkong and Kowloon Wharf and Godown Company, Limited, to lay and maintain Tramways on certain Public Roads at Kowloon, in the Colony of Hongkong and to confer upon the said Hongkong and Kowloon Wharf and Godown Company, Limited, certain other rights, powers and privileges and I am of opinion that the Ordinance is one which is not contrary to the Governor's instructions.
By Ordinance 19 of 1884, authority was conferred on Mr. Chater to construct certain piers and wharves in the harbour of Victoria, and certain tramways in connection therewith, for the purpose of removing, storing, loading, and discharging cargo at Kowloon. In the course of time some extra tramways were laid and it has now become necessary to allow an addition to the tramway system, as the business of the Hongkong and Kowloon Wharf and Godown Company, Limited, has considerably increased.
The present Ordinance, which authorizes such additional facilities for the loading and discharging of cargo, follows in the main, the provisions of Ordinance 19 of 1884 so far as
