I have the honour to enclose a letter from Mr. J. Placido da Silva resigning his post of Fourth Clerk in this Department, and to recommend that his resignation be accepted.

The accounts of the Widows' and Orphans' Pension Fund which were kept by this officer have been examined and found in order.

I recommend that Mr. L. J. Lopes, Assistant Clerk in the Treasury, be appointed to manage the accounts of the Widows' and Orphans' Pension Fund from which he will draw $15 a month for this additional work in the same manner as Mr. Silva was paid.

4.

I advise that Mr. Leo D'Almaca e Castro, at present Seventh Clerk in this Department, be appointed to succeed Mr. Silva. In thus proposing the promotion of the Seventh Clerk over the heads of the Fifth and Sixth Clerks, I am guided by the following reasons. I consider that it would
