Not only would the tramway be subject to the objectionable deviation embodied in the Commodore's proposal but water mains, gas mains, drains and telephone lines would also be affected by it road.
Again, I d. as CLAY. these require to follow the on of opinion that the proposed alteration of MacDonnell Road would be strongly opposed by some at least of the lot owners, whose property would probably be prejudicially affected by it.
For the foregoing reasons, I consider that the Commodore's proposal for extension of the Naval Yard in Kowloon should not be entertained and that, whatever land may be granted for the purpose of extending it, the existing line of MacDonnell Road should not be interfered with.
I would point out that the Admiral on the Station was informed in May, 1895, that the foreshore adjoining the Naval Yard to the northwards was available for purposes of extension and, if the Admiralty now finds itself without land on which to extend its Kowloon Naval Establishment, it is entirely due to its own procrastination in carrying out a reclamation there.
