I therefore, beg to recommend that he be appointed to succeed Mr. Osmund as clerk on a first class salary of $1800 per annum, and in making this recommendation I desire to emphasise the importance of securing for this appointment the services of an officer who by education and training will be above the temptations to which Mr Osmund fell a victim.

Mr Wodehouse has been continuing his studies in the Chinese language, and will continue to do so, and his progress will be tested by periodical examinations until he has attained a satisfactory standard of proficiency.
