20th instant that the charges on shipping have been reduced to the rate which obtained before the imposition of extra dues on account of the Gap Rock Lighthouse, i.e., to one cent per ton on ocean-going vessels and 1⁄2 cent a ton on river steamers.

This reduction has been universally accepted as satisfactory by the shipping community of this Colony.

I take this opportunity of forwarding for your information and for reference hereafter, should necessity arise, a memorandum by the Harbour Master in which he deals very fully with the general question of shipping charges.
