I Wotter Singh of 19 Hollywood Road formerly of at 12 Hollywood Road Victoria in the Colony of Hongkong late Sergeant Major in the Police Force of that Colony do solemnly and sincerely declare and say as follows:
On the 16th day of October 1897 The Honourable Francis Henry May Esq. Captain Superintendent of Police directed me to attend before him at Victoria Gaol on the same day at 4. P.M. and I attended accordingly.
The Captain Superintendent of Police who is at the present time also Superintendent of Victoria Gaol first confronted me with a China man. A Prisoner dressed in Prison clothes, and who I do not know, and saw for the first time on the day in question. This man was asked by the Captain Superintendent of Police through an Interpreter to read a paper which was written in the Chinese language. He read out in Chinese which was interpreted by the Interpreter to the Captain Superintendent of Police the figures 57/2 and 586.
