Minute by the Harbour Master,

Hon. Colonial Secretary,

Submitted. I sincerely hope that these officers will now be granted a substantial increase. I believe there are no harder worked officers in the Government Service.

Reference is made by them to the pay of the similar posts at Calcutta where the surveyor gets Rs.1,000 a month and the 2nd surveyor Rs. 500, to this I have to add that the foreign trade tonnage of all British India Ports in 1896 was 8,220,150 tons while Hong Kong's foreign trade tonnage in European constructed vessels was 8,971,452.
