REPORT ON ORDINANCE 23 OF 1897.

I have examined the accompanying Ordinance,

"An Ordinance to amend the Chinese Extradition Ordinance, 1889."

and I am of opinion that the ordinance is one which is not contrary to the Governor's Instructions.

The principle of this Ordinance has been approved by the Secretary of State, in his despatch, No.133 of 8th July, 1897. The wording of the 5th line of the 1st clause in the proviso (Sec. 3), is intended to exclude cases where old residents of Hong-Kong have gone, for a short time, to the mainland, for ancestral worship, &c.
