You will observe that Mr Whitehead has made use of information derived in his capacity as manager of a Bank to extract information from the Government in his public capacity, and I shall be glad to learn whether such a course meets with your approval.
I enclose a copy of the report of the Colonial Treasurer on the subject of the Government Deposits in the Local Banks with which Mr Whitehead was furnished.
