should this request meet with favour, a Home with refreshment, Reading & Billiard Rooms, Meeting Room and Dormitory (for H.M. Seamen) and generally to provide amusement & social & mental recreation of a healthy character at an estimated cost of £900 sterling, the scheme has received the sanction of the Wesleyan Army & Navy Committee in London.

The great cost of land in situations suitable for such a building makes this request from H.M. Government necessary.

....

Sites suggested as admirably adapted for such a purpose are the corner vacant site of Arsenal Street on the Praya and the corner site on Battery Path facing the New Victoria Hotel.

I should be glad, if necessary, to further explain to His Excellency, the scheme & ways & means, if His Excellency would state a time convenient for such interview.

Such Homes already exist at Alexandria, Malta, Gibraltar, Bangalore, Cairo, Colombo, Calcutta, Poona, Secunderabad, Trincomalee, St. Lucia, Simon's Town, & Singapore.

These Homes are held on trust for the use & enjoyment of all members of H.M. Sea & Land forces irrespective of religious Denomination.

It is hoped that this proposed Home will be a fitting memorial of the 60th year of Her Majesty's reign.
