2 I should however be glad to be assured that it is the ultimate intention of government, as far as practicable, to provide a direct supply of water to, or at least in close proximity to, every house in Kowloon, or in the villages of the Island of Hong Kong, as well as in Sanitary areas in the City of Victoria, an view expressed in para: 119 of the Report of the Director of Public Works for 1894 that a reasonable quantity of water is absolutely necessary for maintaining a sanitary condition in every city or town, and that wilfully to restrict such reasonable quantity would be a retrograde step in connection with the sanitation of the Colony.
