Perhaps we might sanction The Ordinance as a temporary measure, but suggest that what should ultimately be aimed at is a uniform system to house in Kowloon & Victoria, I say that as well as village it is presumed that at the most crowded parts of each house will be supplied as far as possible, it is of the utmost importance to encourage the Chinese in every possible way to adopt "cleanliness".
