the origin of which is not apparent,

and so to facilitate and encourage

the export of its subsidiary coin to

other countries. The advantage of the

immediate profit, unless such profit

is set aside and earmarked for the re-

demption of the coin, is far outweighed

by the risk of the coin being ultimately returned in large quantities.

4. I request that you will inform me

whether there has been during this year

any evidence of a scarcity of these coins in general circulation in the Colony;

in other words, whether they have at any time been at a premium.

If not, I am not satisfied that there was any real necessity for the unusually large supplies,
