Confidential.
Sir,
ENCLOSURE
Police Office.
20th September, 1897,
I have for some time been endeavouring to obtain evidence of the truth of the statement that various witnesses in the Wa Lane Gambling Scandal have made to the effect that equal bribes were paid by the gambling establishment in Cheung Hing Street to the persons who were in receipt of bribes from the Wa Lane establishment.
The cases against certain Indian Police whom I have recommended for dismissal contain evidence of such double payments as far as the Indian Police were concerned. But I wanted such evidence in the case of the European Police, and I have recently succeeded in getting it.
I enclose copy of a statement made by a man named Yeung Kai which I regard as of the greatest value. Yeung Kai has had no opportunity of communicating with Sam Yin who has been in Gaol since the 7th of July.
The Honourable
The Colonial Secretary.
