3. I would in my opinion consider it undignified for the British Government to raise money by tendering sheets of obsolete stamps for sale.
Moreover, I have reason to believe that they could not be disposed of for a sum in any way approaching to their face value, and that they probably could not be disposed of in one lot for more than £200; and we know they were not disposed of by tender.
Under these circumstances, I have reconsidered my approval of the sale of the stamps and must request that you will cause them to be destroyed.
