We have the honour to report that there are over 240 sheets of $1 stamps, obsolete issue, in the vault.

We recommend that 240 sheets be advertised for sale by the Crown Agents in the United Kingdom, France, Germany and America.

The few odd stamps can be destroyed.

It should be left to the discretion of the Crown Agents as to the form in which tenders shall be invited whether for the 240 sheets en bloc or for what number of sheets in separate lots. They should be careful to state all particulars i.e. that the issue is obsolete, that the Government will have no more manufactured, and that these are only 240 sheets for sale in all.

The stamps should be kept here in the meantime and disposed of eventually as the Crown Agents direct.

The stamps are of 2 varieties viz., with a surcharge in Chinese and without the Chinese surcharge. Of the 240 sheets, 40 are surcharged in Chinese and 200 not.
