I respect that I feel unable to sanction this stay on as tenants of the Leave land at will, on the understanding that, subject to good behaviour, they will not be disturbed except on very strong public grounds, and that if they are disturbed within ten years from the date of the lease, the sum, which they have undertaken to spend upon improvements shall be returned to them.

3. To grant a lease on the proposed terms, it would appear to create an awkward precedent, and a preferable course would be to allow the Club to remain as tenants at will.
