Having completed the investigation into the members of the European Contingent whose names were on Sam Yin's list, I was fortunately able to secure a witness who has been able to identify several Indian Police to whom he says he paid bribes on behalf of the gaming houses in Wa Lane and Cheung Hing Street.

Enclosure W in my letter of the 27th of July contained a list of 57 Indian Police whose numbers appeared on the "daily account slips" which were among the papers seized at No.3 East Street.

The whole of these men, with the exception of 3 on leave, 2 dismissed, 1 invalided, and 1 Sergeant, have been paraded mixed up with some men whose names were not in the list, and a man named Mak Cheung, a watcher at the gambling house, has identified 15 of them as per the reports attached of the Acting Deputy Supt of Police. The identifications were conducted in my presence.

The numbers of all the men identified, except 1, were on the account slips, which are for the days between 4th to 18th June inclusive, and for the 17th, 18th, & 19th of ...
