Leung Kwai Kai, clerk in the Police Department, who is implicated in the recent Gambling scandal, has voluntarily tendered his resignation of his appointment in the service of this Government, and that in all the circumstances of the case I have deemed it advisable to accept his resignation. Mr. Leung Kwai Kai has not qualified for pension, and understands that for 1898 that by his resignation he has forfeited all claim thereto.
