Leung Kwai Kai, clerk in the Police Department, who is implicated in the recent Gambling scandal, has voluntarily tendered his resignation of his appointment in the service of this Government, and that in all the circumstances of the case I have deemed it advisable to accept his resignation. Mr. Leung Kwai Kai has not qualified for pension, and understands that for 1898 that by his resignation he has forfeited all claim thereto.

As regards Mr. Kamning, who is similarly implicated, this former Chinese Interpreter in the Magistracy and upon the abolition of his office was granted a temporary pension of $361.72 per annum from the 1st October, 1895, (Vide Colonial Office Despatch No.28 of the 30th January
