observe that Mr Madeley
was informed that he might when
his training was over submit a
claim for extra expenses such
as travelling, by which it was
not intended to limit such
extra expenses to bare travelling
expenses.

not prepared to reverse
that arrangement, as it is
not contrary to the general practice
to allow more than
out of pocket expenses to Colonial
Officers who are given
facilities in this
way in order to better qualify them-
selves for the duties of
their offices.
