I have the honour to inform you that I have received a letter from Mr. Badeley in which he states that the Colonial Office have intimated to him that he is to join a Police Force temporarily for purposes of learning Police and Fire Brigade work, and that he is also to study Treadwheels with a view to the introduction of a treadwheel in the gaol here.

The Colonial Office add that no extra pay, but only travelling expenses, will be allowed him while he is engaged on this work.

I beg to point out that if Mr. Badeley is to study Police and Fire Brigade with any advantage to himself and to this Department hereafter, very little travelling will be required but considerable study in one place. I consider that the shortest period that Mr. Badeley should be attached to a Police Force in England is 3 months. If he were to spend
