With I subjoin enclosure
of a report by the Captain Superintendent of Police 18.1971 and of the notes of evidence therein referred to, having reference to Utter Singh's complicity in the recent Gambling Scandal.
From those documents there appears to be no doubt but that Utter Singh, whilst holding his appointment in the Police Force, was in receipt of hush-money from the keepers of an illegal gaming house, and in view thereof I would urge more strongly than I did in my previous despatch, quoted above, that the prayer of his memorial be not granted.
