Chu Tsai Kan himself disappeared immediately after Sam
Yin's conviction and has not returned since.

In my opinion P. S. Flora should not be retain-
ed in the force. He might be allowed to serve out his 10
months & days & pensioned or called on to resign now.
But he may refuse to resign & I submit that there is not
sufficient evidence to dismiss him on.
