I submit Inspector Hennessy's case, whose No.
(No.6) appears on the list of persons in receipt of bribes
in respect of the Wa Lane Gambling house.
Inspector Hennessy was attached to the Central Police Station and was in charge of the gambling section described by San Yin during the whole of 1894 and up to the 11th April 1895 when he went on leave. He returned from leave on 4 April 1896 and from that date to 6 August 1896 was attached to the Central Station, and had charge of the same gambling section.
Sam Yin's knowledge of the Inspector's movements and of the duty he performed is accurate, and is, to say the least remarkable.
I have only to repeat that I believe Sam Yin's statements and the genuineness of his list of persons to whom he paid bribes.
I can scarcely believe that Yeung Fat would have extorted the money in the Inspector's name though it is of course possible for him to have done so. But Sam Yin with the extraordinary accurate information he seems to have had access to of the Police and their doings, would in all probability have discovered the fraud, if the Inspector
