This Constable applied to re-enlist. I refused to re-enlist him and he now asks to resign on pension.

His name is on the list of persons in receipt of bribes from the Wa Lane Gambling House.

There is no further evidence against him.

I enclose a statement made by Saa Yin in the presence of Ng Ying as to the entry in the list. Also the Constable's Pension Paper, character roll and draft.

I would not feel justified in recommending the man's dismissal simply on the evidence of the list and his name being on it.

There will be several cases of this kind, especially of Europeans, and it behoves the Government to consider carefully how it will deal with them.

Personally I believe that the list is genuine and endorsed as it is by the conviction of Witchell and the practical pleading guilty of Holt, I am convinced that those whose names appear on it did receive bribes from the gambling house.

I cannot therefore certify that the man's character has been uniformly good. I am not permitted to make recommendations as to pensions, and I have therefore to leave the matter in the hands of the Government.
