This man's time is up to-morrow and if he is
to remain in the Force he will have to be re-enlisted for a
further term of 5 years on Monday.
Convinced as I am of the genuineness of the
list of bribed persons, and believing the statements of Sam
Yin which I have not yet found inaccurate in any particular,
I am of opinion that under no circumstances should Sergeant
Phelps be re-enlisted. The man Tang Lo Sau absconded from
the Colony after Sam Yin's conviction. He was a loafer about
gambling houses as described by Sam Yin.
At the same time on the meagre evidence before
I am not prepared to make my further recommendation. The question of his pension & passage home (
consider that it is most undesirable to have a number of unemployed ex Policeman loafing about the Colony) is one which
I must leave to the decision of the Government.

paper.
