E., Senior Military officer for the time being, the Attorney-General, and Chater to consider and report what steps should be taken in regard to them, copy of the Sub-Committee's report dated the 25th September and of a supplementary report dated the 8th instant. Subject to the modifications contained in the latter report, I and the other members of the Executive Council concur in the several recommendations of the sub-Committee, and I have now to solicit your formal approval of those recommendations. I attach for your further information a copy of the evidence taken by the Captain Superintendent of Police and of Mr. May's covering remarks in each. I also enclose the character rolls of the officers concerned.
