I agree with the view which the Captain Supt
of Police has taken of the facts of this case, and I think
that Utter Singh himself lent money to Mr. da Rocha.
Under these circumstances it would appear
though the expression "Act as a money lender" is not al-
together free from ambiguity, that Utter Singh has commit-
ted a breach of the regulation contained in Government Noti -
fication 405 of 1894; and I think that aisobedience to the
Regulation in question would a.ount to misconduct within
the meaning of section 24 of Ordinance 14 of 1887 and that
His Excellency the Governor has, therefore,power to dismiss
Utter Singh upon the representation made by the Captain
Supt. of Police.
