I have the honour to forward the enclosed letter addressed by Mr. da Rocha, a Signalman at the Signal Station Blackhead's Point, and formerly a telephone clerk in this Department, addressed to Sergeant Major Utter Singh in September 1895 regarding a loan of money.
I also enclose a draft promissory note referred to in the letter.
I have held an enquiry into the matter and I attach the evidence taken by me.
I would draw attention to the fact that the letter from Mr. da Rocha to the Sergeant Major makes no reference to any third party. Also to the fact that the money was paid to Rocha by the Sergeant Major and that interest was paid for a considerable period by the former to the latter.
Gunda Singh does not appear on the scene till the money is repaid and owing to the contradictory statements
