phans' Pensions (Amendment) Ordinance No. 28 of 1895."

and I am of opinion that the Ordinance is one which is not

contrary to the Governor's Instructions.

of 1890 was found to be inadequate and was amended by sec-

tion 1 of Ordinance 28 of 1895. The amended definition made

quarters. Hence there arose the anomaly that an officer who

received an allowance for house rent contributed to the

Widows' and Orphans' Pension Fund a percentage on such al-

lowance, whereas an officer occupying free quarters paid no

contribution in respect of the estimated value of such free

quarters. To remove this anomaly and to bring the definition

of "salary" in the Widows' and Orphans' Pension Ordinance i
