greatest reluctance and regret, you will have inferred my entire concurrence with the finding arrived at by Mr. Hay and the Crown Solicitor, and my earnest conviction that it would be most detrimental to the public interests to retain the services of those who have not only proved themselves unfit for the responsibilities attaching to their offices, but who still labour under a grave suspicion as to their moral integrity, and have only just escaped a criminal prosecution.
