Here is the opinion that a non-pensionable allowance of $600 per annum should be attached to the post of Secretary to the Board and points out, in reference to your remarks, that D. Eitel did not regard the duties of Secretary to the Board as part of the duties of his office, inasmuch as he applied for an increase of pension partly on the grounds that he had performed this additional work without remuneration.
