REPORT BY THE ACTING SUPERINTENDENT OF THE VICTORIA GAOL.

I can assign no other reason for the increase in the daily average of prisoners in gaol during 1898 over that of the previous year, than the strict enforcement of the Light and Pass Ordinance during the earlier part of the year 1896.

There were 3325 persons charged before the Magistrate in 1896 for infringing the law referred to as against 2050 so charged in 1895. There were 946 persons admitted to gaol in 1896 who were convicted under the Light and Pass law, as against 381 admissions in 1895. The balance in both years paid their fines.
