the maximum rate at which the services of a suitable

candidate could be obtained locally. The increase is not however so

large as it appears, as Mr. Cumpston being

temporary footing is not entitled to the exchange compensation allowance which his predecessor drew.

an economical point of view of engaging candidate for this appointment in preference to obtaining an officer from home is obvious, and I
