I had a number of Complaints made to me about gambling being carried on at Kwai wa lane. In consequence of these complaints warrants were issued with respect to gaming houses in Kwai Wa lane. Defendant obtained four warrants with respect to these gaming houses. They were issued on the 29th October, the 4th November, the 10th November and the 26th November, 1896. There was then a pause in the issue of warrants. I spoke to Defendant about this time and said I have received information that gambling was going on at Kwai wa lane, and that my informant had offered to take me up to a house in Jervois Street from which I could see into the houses opposite in Kwai wa Lane and see the gambling going on in the day time. I instructed him to inquire into the matter. I have no record of his report, but my recollection is that nothing came of it. I communicated this to
my wife, not to
any other person. So far as I know, no other member of the Police Force had an opportunity of knowing about this matter. I asked defendant how it was; I thought gambling had stopped after the warrants of November, 1896. "I keep my information quiet. I lock it up." No. 3 East Street is in No. 2 Section, as also Kwai wa Lane and Cheung Hing Street. On the 21st June, I made a seizure at No. 3 East Street, I arrested there five men, and another man named Sam You was subsequently arrested. I was at the Police Court when he was convicted. He was sentenced to nine
months imprisonment with hard labour and a fine of $1000. The offence for which he was convicted was keeping a gaming house at No. 3 Kwai wa Lane (or East Street, as the case may be, but the text is clear it refers to the same case). I found at No. 3 East Street
