him, and after careful consideration of the case, Council was guided to the unanimous decision that he had failed to exculpate himself to its satisfaction, and with the exception of the Harbour Master, Commander Rumsey, recommended his dismissal from the service subject to your confirmation. Commander Rumsey, on the other hand, recommended a lighter punishment on the ground that the accused officer should be given the benefit of any doubt that might possibly exist as to his guilt.

5. The more important points in the case which guided the majority of the Council to the above decision were:-

(1) The fact that Inspector Hore was aware of the existence of the illegal gaming house
