Hong-Kong, 4th August, 1897.

With reference to your letter of the 22nd July, 1897, containing the statement of the grounds upon which you rely to exculpate yourself from the charge made against you, a copy of which was forwarded to you in my letter No.8 of the 19th July, I am directed to inform you that the question of your suspension will be brought before the Executive Council at a meeting to be held in the Council Chamber on Friday next the 6th instant at 2.45 p.m. and to require you to appear before the Council at that time and place when you will be afforded an opportunity of defending yourself orally.

The following witnesses will be examined:

Mr. Seth, Mr. Ip Pak Shau, Mr. Lo Man Kam & Un Shan Yin.

His Excellency desires me to inform you that Counsel or Solicitors cannot be admitted to represent you before the Executive Council.
