The Colonial Secretary and the Colonial Treasurer on the other hand, having regard to the serious nature of the charges against Mr. Osmund, advised that the full penalty should be inflicted subject to your confirmation in the usual course.
5. Taking all the circumstances of the case into consideration, I concurred in the recommendation of the majority of the Council, and from enclosure No. 3 of this despatch, you will observe that S.W. Osmund has already sent in his resignation, which I have accepted subject to your approval.
