The Captain's Superintendent of Police has sent me his draft report with reference to the seizure of books, papers and gambling gear at No. 3 East Street and has requested me to add any remarks that may exist.

On the 16th June, Mr. May was informed (a) of the existence of two gambling houses, one at No. 2 Wa Lane, the other in Cheong Hing Street - these two houses are close to each other and situated in Tai-ping-shan between Hollywood Road and Lower Lascar Row.

(b) That the Keepers were Sam Cha and Lui Cheung.

(c) That the upper floor of No.3 East Street was used as a depot for a gambling house.

(d) That from the books and papers at No.3 East Street it would be found that the Police were in receipt of heavy bribes from the Keepers of gambling houses.

Without further communication with his informant, upon the 21st of June, Mr. May made a seizure of money, playing cards, and gambling gear at No 3 East Street and he found certain books and papers answering to those mentioned by his informant; these books and papers were in the possession of Sham Sim, a nephew of the Sham Cha mentioned in the letter of 16th June to Mr. May.

It is natural, perhaps, to suspect that the books and papers might have been placed at No. 3 East Street for the purpose of being discovered by Mr. May and that they should be...
