2. I should like to take this opportunity to express my thanks to Mr. J. J. Francis for providing me with the information which had obviously been crucial to the seizure at East Street. Mr. Francis has been put to a great deal of trouble in verifying the information before he passed it on, and has been at a great pains to ensure the discovery of the corruption which has now been brought to light.

In conclusion, I have to state that at present a number of recommendations are being prepared against certain members of the Police Department.
