Mr Corcoran's leave, which had been granted from the 20th, should be cancelled pending further enquiries. Mr Corcoran is uncomplicated by the statement (pp. 20, 21) made by Sam Yin.
Inspectors Stanton & Danicey and Sergeant Shaw were on the Detective Staff. Inspector Baxter had special charge of a section of the town in which the gambling house is situated, for the purpose of suppressing unlawful gambling there.
If the 4 last mentioned Officers are guilty of nothing more than gross neglect, for a gambling house conducted on the scale that the one in Wa Lane was, on the showing of Sam Yin and his employees, could not have failed to have been discovered by them if they had been doing their duty.
I am awaiting the result of the trial of Witchell before proceeding any further against these Officers, and I am still not without hopes that a conviction on the Criminal charge may be obtained against them.
