list, to the number of 22, were banished from the Colony, and a criminal prosecution was instituted against Inspector Witchell, the only Police officer against whom sufficient evidence to warrant a criminal prosecution has so been obtained. I am forwarding in a separate despatch a full account of the proceedings in Witchell's case. If such evidence can be procured they will be prosecuted.
