grave suspicion as to the inefficiency of the treatment of the evil, and a further suspicion, which I regret to say recently confirmed, that at all events part of the Police Force, which has been raised and maintained at such a great cost to the Colony, has for some years past been in league with the owners of Gambling Houses in this City.

5. There are no reasonable grounds for supposing that the Government of this Colony can ever eradicate gambling. The passion of the Chinese for gaming can never be totally suppressed. In my opinion the only way of dealing with it effectively is to control it, as some other vicious practice is controlled. It stands in somewhat the same category
