reported to your Department,

Police

greatly impaired

by the corruption of the Force caused by its members receiving pay from the Gambling Hongs in consideration of which the Police either sheltered the Gamblers by not reporting their misdoings to the Captain Superintendent of Police or gave notice to the gamblers of every intended raid on their Gambling Hongs.
