In the absence from the Colony of the Captain, the Committee shall appoint a member of the Committee, who shall have power to act on behalf of the Captain during such absence.
Seven days at least before each General meeting, a printed copy of the accounts and balance sheet shall be sent to every member resident in Hong Kong.
Meetings.
19. The Captain, when present, shall be chairman of meetings, and shall have right to a casting vote both in Committee and at General Meetings of the Club. In the absence of the Captain, the members present shall elect a Chairman, who shall have powers similar to those of the Captain.
20. The Treasurer shall receive entrance fees, subscriptions, amounts of members' bills, and all other monies connected with the Club; his receipts shall be sufficient discharge, and he shall keep an account in the name of the Club at a bank to be named by the Committee.
21. The Committee shall cause an account to be kept of the monies received and expended and of the assets and liabilities of the Club. The accounts shall be audited and closed to the thirty-first day of March in each year, and a balance sheet containing a summary of the assets and liabilities shall be prepared for the Annual General Meeting.
At meetings of the Committee, three members shall constitute a quorum. On requisition of any two members thereof, a special meeting of the Committee shall be called by the Secretary.
There shall be an Annual General meeting of the members of the Club held not later than the 31st March, for the purpose of electing the Committee for the ensuing year, and passing the accounts.
