I have examined the accompanying Ordinance entitled "An Ordinance to authorise the Appropriation of a further Supplementary Loan of Nine hundred dollars to defray the Charges of the year 1895, and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
A sum of $900, approved by Financial Minute, dated 5th November, 1895, and expended on Salisbury Road, Kowloon, was omitted...
