I request you to consider in what way
the principle of
these Regulations can best
be adapted to the
circumstances
and conditions of
the Treaty Settlement of
Hongkong
and
to submit for my
approval the draft
of
any Ordinance or
legislation required
before it is introduced
into the
Legislative Council.
5. I opine
that it would be
desirable for
the Colony to engage
Doctors,

to assist in the treatment
of those afflicted with these special diseases,
as well as
to abate the reluctance,
among
Asiatic women
of all classes, to take advantage of hospital
treatment. The experiment
has already been tried
