This Order & the Rules under it appear to properly carry out the instructions in my despatch of 10th July last & printed "Castem no. 63" - The Order which page of it amends is at pp. 23-30 of same print. You will see that the opportunity has been taken in S.4 of the Order. & S. 4 of the Conditions [which is rather curiously worded] to guard against any question being raised (as to the applicability of any Bye Laws hereafter subsequently made.
